Regulation (EU) 2024/3110

Regulation (EU) 2024/3110 replaces the earlier construction products regime. Its declaration and passport conditions apply now. Its passport system, content list and issuance duty are all measured from a delegated act that has not been adopted.

  • The Regulation applies from the date set in Article 96, and Regulation (EU) No 305/2011 is repealed with effect from that same date, apart from the articles Article 94 lists.Art. 96 and Art. 94 · 8 January 2026In law

  1. 18 January 2026

    The Regulation applies from the date set in Article 96, and Regulation (EU) No 305/2011 is repealed with effect from that same date, apart from the articles Article 94 lists.

The declaration duties are in force. The passport system, its content list and the duty to issue one all run from a delegated act under Article 75(1) that has not been adopted, so no construction passport date can be stated.

If the answer you need names a date, it comes from the held text of the instrument cited above it.

  • No. Article 77 sets the conditions a construction passport must meet and applies from the general application date, but the system in Article 75(1) is established by a delegated act that has not been adopted. Until it is, no issuance date exists.

  • The declaration of performance and conformity under Article 13(1). Regulation (EU) No 305/2011 is repealed with effect from the general application date, apart from the articles listed in Article 94.

  • In three steps set by Article 15(3): points (a) to (d) of Annex II first, then points (e) to (m), then points (n) to (s). The timeline on this page shows all three dates.

  • Article 16(1) is satisfied when the declaration sits inside a digital product passport that meets the Article 76 conditions and is available through the Article 75 system. That is the shape Norruva builds to.
